Percival "Percy" Rooney III is this show's version of Bulk and Skull with a few superficial similarities to the character of Miles Silverberg from the TV show Murphy Brown (though nor played by the same actor). He is the mayor's nephew and Kaitlin's so-called rival (though in Get Me to the Lab on Time they're placed under a love spell by Cupitron and they almost get married, but the spell is broken just as the priest is about to pronounce them man and wife).
He is highly allergic to animals, mostly dogs, which means Jeb always enjoys pulling pranks on Percy. At work, Percy often tries to outdo Kaitlin, but usually ends up getting into trouble with Woody or even Grimlord. He is also the stereotypical white nerd by his appearance and voice. This character was originally going to be Cyrus Riktor's (Karl Ziktor) son, Percy Riktor in Cybertron.
